The Department of Climate Change is pleased to announce that the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations) and the National Greenhouse and Energy Reporting (Measurement) Determination 2008 (NGER Determination) have been listed on the Federal Register of Legislative Instruments (FRLI). A new National Greenhouse and Energy Reporting System Calculator to help corporations estimate their emissions and energy use is also now available online.
Implementation of the National Greenhouse and Energy Reporting Act 2007 (the Act) will be overseen by a new statutory office holder, the Greenhouse and Energy Data Officer (David Rossiter), within the Department of Climate Change. Corporations meeting thresholds under the Act will be required to apply to the Greenhouse and Energy Data Officer for registration by 31 August 2009, and report by 31 October 2009, for the 2008‑09 financial year.
The NGER Regulations establish detailed requirements to underpin the Act. The NGER Determination provides methods and criteria for calculating greenhouse gas emissions and energy data under the Act.

Comment:
The announcement of NGER Regulation 2008 is a crucial event for stakeholders. The NGER Regulation which will commence on July 1st 2008, sheds light on future Australian Emissions Trading Scheme (AETS). The NGER System is believed to provide robust data to underpin AETS. Currently the stakeholders are provided by the NGERS Calculator enabling corporations to self assess whether or not their corporate group or any of their facilities meet reporting thresholds under the Act.
